2. Proposal Review Process -Who will be responsible for reviewing and scoring the proposals—members of the Workforce Development Board, Chief Elected Officials, or another designated entity? Response: Page 5 states, “The CEO Task Force”.
3. Start-Up and Transition Period - Will there be a transition or ramp-up period prior to the January 1, 2026 contract start date to support onboarding and operational readiness?Response: Any details need to be discussed and agreed upon during negotiations with the successful proposer.
4. Staffing Structure and Allocation - What is the current staffing plan for the One-Stop Operator? Are there other roles included under this contract? b. 7. Partner Meeting Structure - What is the current structure and frequency of partner meetings within the Southeast Arkansas Workforce Development Area?Response: Currently, there are quarterly Regional Partner meetings.
8. Meetings- Are there standing meetings (e.g., monthly Core Partner Meetings, Business Services Teams, Outreach Committees) that the One-Stop Operator is expected to facilitate or participate in? 9. Partner Engagement - Are there existing Memorandums of Understanding (MOUs) or formal expectations for collaboration with specific WIOA required partners?Response: The MOU is not finalized and is currently in circulation for signature.

11. Employer Engagement - Are there priority industries, sectors, or employers that the One-Stop Operator is expected to target or engage with? 12. Referral Platform or Technology -Is there an existing partner referral platform or technology system currently in use by the One-Stop Operator or required partners?
